Advising the NBU: Setting the Stage for the Next International Research Conference

Planning 9 to 12 months ahead while air strikes hit Kyiv is a difficult reality. Yet for the National Bank of Ukraine (NBU), restoring a long-term planning horizon, moving beyond immediate, reactive measures to map out future strategic initiatives, is an essential manifestation of institutional resilience. During their latest monthly strategic session with NBU Governor Andriy Pyshnyy, the Governor's advisory group met to establish the core theme and objectives for the NBU's upcoming international research conference.  

Alongside OGResearch Managing Partner David Vávra, the advisory team brings together distinguished figures in global policy and macroeconomics:  

  • Stefan Ingves — Former Governor of Sveriges Riksbank, former Chairman of the Basel Committee on Banking Supervision, and Chair of Toronto Centre.  
  • Prof. Yuriy Gorodnichenko — Quantedge Presidential Professor of Economics at UC Berkeley and leading global monetary economist.  

Together with David Vávra, this team works closely with NBU leadership to address complex monetary policy challenges, refine policy frameworks, and align Ukraine’s research agenda with global central banking priorities.  The core focus of the discussion was how to turn Ukraine’s frontline operational experience into actionable research for the global economic community.  

As central banks and financial institutions worldwide seek solutions to navigate increasingly frequent and severe macroeconomic shocks, Ukraine offers a unique perspective. The NBU’s insights are built not merely on theoretical models, but on real-time policy practice under extreme conditions. By framing these experiences into a structured academic and policy agenda, the NBU aims to provide international decision-makers with the practical data and frameworks needed to safeguard central bank independence, maintain price stability, and build lasting financial resilience.
